HOUSE BILL NO. 2690 Offered January 12, 2005 Prefiled January 12, 2005 A BILL to amend and reenact § 46.2-1088.5 of the Code of Virginia, relating to reflectors or reflectorized material required on the rear of certain trailers. ---------- Patron-- Pollard ---------- Referred to Committee on Transportation ----------

Be it enacted by the General Assembly of Virginia:

1. That § 46.2-1088.5 of the Code of Virginia is amended and reenacted as follows:

§ 46.2-1088.5. Reflectors or reflectorized material required on rear end of certain trailers.

There shall be affixed to the rear end of every utility trailer ~~that has an unloaded weight of 3,000 pounds or less~~ either two or more reflectors of a type approved by the Superintendent or at least 100 square inches of solid reflectorized material. The reflectors or reflective material shall be applied so as to outline the rear end of the trailer. For the purposes of this section, "utility trailer" means a trailer whose body and tailgate consist largely or exclusively of a metal mesh and whose end extends 18 inches or more beyond its taillights.

Please take note that during the voting process I called... I called and nobody returned my calls. Even Delegate Jack Reid did not return my phone calls. Please note that Delegate Jack Reid was the original Delegate that introduced House Bill 429 to ADD REFLECTOR TAPE.

If you are not a lobbyist and not being paid by someone how can you get the kids off to daycare and earn a living and be at these early morning committees?

Nerveless I did not fully understand the process but I studied and learned that I got kicked and was behind 99 to zero and the game just got into half time.

The lobbyist was so powerful they even got Delegate Jack Reid to vote against his own House Bill 429! Wow!!! did I get a whipping.

Here is the voting record that voted for the Original House Bill 2690 before CROSS OVER week when the passed House Bills move over to the Senate so they can be voted on. Please keep in mind that this bill as written would have been unenforceable.

I had to find a Senator who would be willing to hear me!! KEEP IN MIND THAT I HAD "No gifts for him" No money!! No influence!! Just Common Scents!! I HAD NOTHING TO GIVE!! I had no vested interest other than trying to make a difference.

I gave up my Vacation... I sought out SENATOR WATKINKS

Notice the House Bill was referred to the Senate Transportation and they meet in the Afternoon a time that a working citizen could attend.

The meeting was delayed and at around 4 p.m. I was able to address the Senate Transportation Committee .

Success!!!! Delegate Pollard was completely surprised I was in the meeting.... When he introduced his House Bill 2690 He said "Good Afternoon Senators.... I voted for your bills today!!" And I would like you to vote for my bill to come out of the Senate Transportation and get onto the floor of the Senate.

Then It was my turn and I spoke my objections... and Senator Watkins stopped the meeting and walked us outside and told Delegate Pollard that this is what he would agree to.

Sucess!!!!! I was able to defeat the Powerful lobby group and Carry On Trailers.!! I also saw a letter head from U Haul in Delegate Pollards had but I was not able to fully read it before he noticed.

I HAD NO VESTED INTEREST IN MAKING ANY MONEY!! I was only trying to solve a problem with the visibility of these UNINSPECTED TRAILERS.

I HAD NOTHING TO GAIN!!!!!! I do not produce DOT Type C-2 Tape or Reflectors.
